The First Results of the EU-funded Project on Human Rights Protection of IDPs Presented in Kharkiv

On 28th September the EU-funded Project “Human Rights Protection of Internally Displaced Persons (IDPs) in Ukraine” presented the first results of their work in Kharkiv. Although the project was launched only in June 2015, many IDPs were already provided with free accommodation and other necessities to adapt to new living conditions. Additionally, IDPs were provided a legal, social and psychological support, health care and medical service.
One of the main areas of support is employment of IDPs, as it increases own capabilities of IDPs and their social security. Special attention is also paid to the elderly people and people with disabilities who are the most vulnerable segments of the population.

Additionally, a fully operational resource-transit hub to assist IDPs is expected to be launched soon.

Mr. Evgen Zakharov, Director of NGO "Kharkiv human rights protection group" (KHRPG) during the Press-conference informed: "Lawyers of KHRPG provided consultations for more than 2000 IDPs in Kharkiv, Donetsk and Luhansk regions from June 2015 to present within the Project. The area of implementation was even slightly expanded compared to the planned one, because during the conflict the largest number of IDPs is concentrated in the liberated districts of Donetsk and Lugansk regions. These are the places where people most need help, both legal and financial. Weekly two groups of lawyers go with the onsite consultations and assistance to the liberated areas that are most in need. This work has already continued like this for 4 months."

Ms. Inna Balut, Head of the Charity Organization "Bereginya Skhodu", said that the organization she represents, has undertaken two activities within this Project: social protection and health care. The bulk of the funding has been laid out for the treatment of IDPs with cancer. "2,300 patients with this disease were registered in Kharkiv region in August 2015", - said Ms. Inna.

Background information

The EU-funded project "Human Rights Defence of Internal Displaced Persons in Ukraine" is aimed to promote the rights of IDPs in six regions of Ukraine, to develop constructive cooperation between civil society and the state in effectively protecting the rights of IDPs, strengthen the influence of the civil society on relevant public policies. The project is implemented during 8 months, and its budget is €1.7 mln within the EU Programme «Support to Ukraine’s Regional Development Policy».
