Digital and Cyber Dimensions of the EU Association Agreements with Georgia, Moldova and Ukraine

This paper reviews the digital and cyber dimensions of the EU Association Agreements (AAs) with Georgia, Moldova and Ukraine. It sets out the commitments made by the three countries under the Agreements and highlights the missing areas of cooperation related to the Digital Single Market (DSM) and cyber matters. To ensure that Georgia, Moldova and Ukraine keep on track towards convergence with the DSM, the author advocates:

  • Updating commitments laid down in the annexes to the AAs in line with the amendments in EU legislation on electronic communications and audiovisual policy;
  • Upgrading sectoral cooperation in data protection, cyber security and defence, and copyright-related issues in the information society, which do not feature in the AAs.
